Our Story

I’m Evan Rhinesmith, founder and principal at Bluewing Educational Insights.

I’ve been in education for over a decade, starting out as a third and fourth grade teacher in the Archdiocese of Washington, D.C. Since my time in the classroom, I’ve worked in education research and philanthropy, focused on helping expanding quality, applying evidence, and using data to drive decision-making.

Before launching Bluewing, I served as Senior Program Officer for Missouri with the Walton Personal Philanthropy Group. In this role, I oversaw the development and growth of a programmatic education grant portfolio focused on K-12 education in the Show-Me State. Prior to that, I helped launch the Policy Research in Missouri Education (PRiME) Center at Saint Louis University, where I led and directed an applied education policy research portfolio. I also worked in private research, conducting large-scale program evaluations in partnership with national charter school networks, national foundations, and the Regional Education Laboratories.

Through Bluewing, I get to work alongside committed partners at the intersection of policy, practice, and research. My goal is to help design, implement, and evaluate evidence-based programs to ensure that we are singularly focused on improving outcomes for students and practice amongst educators.

I hold a Ph.D. in education policy from the University of Arkansas. Prior to my doctorate, I was a member of the eighteenth cohort of ACE Teaching Fellows program at the University of Notre Dame where I earned my M.Ed. and have a BA in History from Wabash College.

My goal is to help bring evidence to action and support students and communities. I can’t wait to work with you.
